I have a WD external HD that does not get detected.?

when i plug it to the USB, there is a whirring sound in the hard disk. i hope i can recover the data through some software cos the amount being quoted for the Data recovery by teams here are exorbitant. Can somebody suggest a software which can be used for my external HD. I also crashed my Laptop HD. is there a software for both the external and internal HD
