Question about The Hunchback of Notre Dame?

Does Frollo offer Phoebus money to let him hide out & watch as Phoebus and Esmerelda have , without Esmerelda knowing? That part confused me. Also, if that is the case, then did Phoebus never love Esmerelda? Because he was this womanizer before he turned into the "gallant hero", but was he ever the hero? He watched as Esmerelda was hung & didn't say anything, & even before that betrayl he let Frollo watch them have ?! {If I was right} & If that's the case, why'd he even save her from Frollo in the 1st place? You'd think he wouldn't want some gypsy then... Can you clear this up for me please? Thank you.
